This sort of thing is now done in format-specific .ini files (you can
have a latex-aware editor and a context-aware editor). I'm not near a
WIndows machine, but I think if you look in <C:\Documents and
Settings\All Users\Application Data\MiKTeX\2.5\miktex\config> for .ini
files you
will find things like pdflatex.ini.
For each format you use (I assume one will be created if needed), run
C:> initexmf --edit-config-file=miktex\config\pdfetex.ini
and try adding the above Editor=.. line
