A LaTeX document follows a similar process like the used for programming, i.e. Create source code, (using winedt, notepad, etc.) Compile source code, (using LaTeX) View the results, (using any dvi Viewer) More details about this fact, can be found them in "The not so short introducction to LaTeX" > 5.)
