there are various problems when floating palettes are enabled:

- the MeterFrame shows no title bar
- the selection of the pathfield for group user image doesn't work
- the observer and meter frames will need resize-box
- the joptionpane calls need to be redirected to BasicWindowHandler (e.g. GUI.displayError)
