Original Problem is Ryoken B that is Salvage. Similar issue now happening with repairing a Black Lanner C. It seems to have something to do with the engines listing at "full strength" but also not being there at the same time.
I am fairly certain that this problem is the same as bug [#890] which has been resolved. However, I am realizing that there is an additional problem here of fixing this in pre-existing campaigns with the problem. So I am going to leave this open for the moment until I figure out how to do that.
It turns out this was the same problem as Bug [#873]. I have confirmed that my fix for that problem resolved this issue and allows for units to be loaded properly.
