See the branch improve-jacobi-am-2 for some work on this. I think it's mostly working. I implemented the basic Sala algorithm and Claude helped in fixing some issues with round-off error.

The design that Claude produced can be found at https://github.com/rtoy/maxima/wiki/Jacobi-am-Implementation. Hopefully, we can find a better place for this document.

I verified Claude's proposals and they are correct. But I have not verified the proofs that we have the correct branches. It's fairly complicated.
