[matplotlib-devel] minor problem with the INSTALL file

Hello again,

there is a minor problem with the INSTALL file.
It looks like it should contain instructions how to
compile and install the package, but actually it doesn't.
Maybe something like

    To compile and install the package type

      python ./setup.py build
      python ./setup.py install

could be added to the file.  Are the above commands the correct
ones?
