You can do it like this:

mn = min(data1.min(), data2.min())
mx = max(data1.max(), data2.max())
norm = matplotlib.colors.Normalize(mn, mx)
figure(); contourf(data1, norm=norm); colorbar()
figure(); contourf(data2, norm=norm); colorbar()
