George:  This is all explained on 
http://sourceforge.net/cvs/?group_id=80706.  It doesn't look like you 
did anything wrong.  Perhaps you are behind a firewall?

I've put a cvs snapshot of basemap at 
ftp://ftp.cdc.noaa.gov/Public/jsw/basemap-0.8cvs.tar.gz.
