Well, those are two different questions.

In [3]: fig = figure()

In [4]: fig.subplotpars.left
Out[4]: 0.125

In [5]: fig.subplots_adjust(left=0.2)

In [6]: fig.subplotpars.left
Out[6]: 0.20000000000000001

In [1]: from matplotlib import rcParams as pars

In [2]: pars['figure.subplot.left']
Out[2]: 0.125
