Cygwin (optionally) provides an X Window System implementation. rxvt is used
on Cygwin (native Windows), but it would be handy to run mrxvt under Cygwin/X.

rxvt for cygwin doesn't require X, it runs using the Windows "desktop manager" proper.
If you're going to do a windows/cygwin version, it might be worthwhile to provide both kinds of binaries or distributions (or compile options).
