[mantisbt-lang] Completed czech translation

Hi,

It's complete and IMHO also consistent. In some places I completely
changed terminology because it was often confusing or were different
on different parts of Mantis. Therefore, it's quite a step from
translation in 1.1.X releases.

I know I should have translated it in TranslateWiki (I used to
actually) but I was offline for several days and had a copy of 1.2rc1,
so I finished what I began in TranslateWiki. I hope that backporting
the translation back to the TranslateWiki won't be a big problem.
