 * Fused the use_tobi_distobj ctor param into expo_parameters
   structure as dwa_use_tobi_distobj. Default is false, although maybe
   it would make sense to enable it unless asked otherwise. Will
   likely have to make the blur distance configurable.
 * Started (finally!) honoring the bband_enabled expo_parameters
   field. It knocks out the global planner (NF1) when you set this to
   false.
