I did that upgrade to 7.5.1 (x86_64 on a APU3) just a few minutes ago an 
I can confirm that file is missing.

But ulogd seems running

# ps | grep ulog
  3191 root      1792 S<   /usr/sbin/ulogd -d

and /var/lod/ulogd.log is zero bytes.

So everything seems to be all right even without this file?
