I never heard of special tags required; the browser reads it for blind people. What they need is a simple layout, in a format that doesn't exclude people who can only view text -- cooincidentally, the same requirements for something to look good in lynx. So, if we make it look good in lynx, then disabled/disadvantaged people/hardware will work fine with it.
