Thanks Erich and Robert.

I added xt_add.lrp to leaf.cfg and did a shorewall show capabilities.  Still shows policy match unavailable. Did a find modules to load. It didn't seem to find any.  The xt_add.lrp package seems to load.  Just tried to specify ipsec in zones and hosts file and same error message.

Also tried a new release (6.1.8).  No joy.  Do I need to specify something in /etc/modules?
