I believe that traffic shaping is modularized in the Bering kernels.  To
run the HTB version of Wonder Shaper on RedHat, the following modules are 
loaded:

sch_ingress
cls_32
sch_htb

I would assume that on Bering you will have to manually load those 
modules.
