strange behavior of 'starts at' numbers

A problem with the numbers in the "starts at" list:
If you only have the "1.....2.....3.....4.....5.....6.....7" file (which has 30 dots) in the list, the numbers are from 1 to 30. "1" stands for the second dot, "2" stands for the third, ..., "29" stands for the last one (#30), and "30" stands for "No file extension". Was it meant to be this way? IMHO "1" should stand for the first dot, ..., and "30" should stand for the last.
