Hi,
It is much more convenient to let a user scroll with the
mouse wheel without having to select the actual box to
be scrolled.
For example, In PasswordAgent, I can scroll up/down
only by moving my mouse pointer over the box that i
want to scroll through. I dont have to click on an item in
the box in order for it to let me scroll.
This feature was introduced to PasswordAgent as of
version 2.3.2
Here is their description:
"You can now scroll either groups tree or entries listing
using mouse wheel without focusing them first. For
example if groups tree has focus but your mouse is over
entries listing and you use the wheel, entries list is
scrolled and focus remains in the groups tree."
This is a better way in my opinion.

Works fine for me. I can scroll both of the lists using the
scroll wheel without giving the lists the focus first...

Probably you are scrolling the active window box (after it
is selected). The author of this feature requests would like
to scroll the window box, the mouse pointer is over, without
having to click the window box first.
I have a Logitech USB mouse. If I just move the mouse
pointer to the other window box, WITHOUT selecting it first,
the mouse wheel still scrolls the previously selected window
box, not the one, the mouse pointer is over.

+1, scrolling "on hover" would be VERY useful!
This is an operating system setting and KeePass respects it. On Windows 10, you can turn it on via 'Settings' (the system app) → 'Devices' → 'Mouse' → option 'Scroll inactive windows when I hover over them'.
In case of an older operating system, you might be interested in a tool like Taekwindow:

This tool adds support for scrolling inactive windows on hover for all applications (not just KeePass).
