#1733 Add mandatory password expiration to Minimum Properties of Master Keys

Need the ability to FORCE users to change the master key every xxx number of days. Currently this is only a user settable option when creating a database. This could be added to configuration XML file as a minimum property of the master key.

This would keep enterprise security happy which requires that passwords be changed every xxx number of days.

The configuration setting Security/MasterKeyExpiryRec [1] allows to define a date- or duration-based recommendation for changing the master key.

There is no configuration setting yet to enforce a change.
