Which special characters that can be used in main password to the database? I used normal special characters (like @$ etc) and I can't decipher the database again (first is automatic when create database), I tested creating two times database.

I can not reproduce your result. Are you using a default installation of KeePass? Did you verify the correct password was used by unmasking the password field when you created the database, and again when you re-opened it?
I made a test database with KeePass 2.21 a single character Master Password "@" and am able to unlock/re-open the database.

Version: 2.18+dfsg-2
from Ubuntu, and password with for example '{}!@#$' don't work
I have locale pl_PL.UTF-8
