I want to create a Keepass file for multiple users to have access to.
I want the users to be able to open and modify the data, but not be able to change the master password. (I'm concerned someone might accidentally change it and lock everyone else out.)
Is this possible? I'd rather not use a keyfile.

Nope. Full access means they can change the password.
