Is it possible to enforce some of the database settings (even for existing databases)?
I used the "test" button on an older database and got 0.0001s for the key transformation. I changed the cipher parameters for my own key database, but I want to enhance the security in other databases using enforced configuration.

You can't enforce the iteration setting, but you can create a blank database with that setting and distribute it.
Also set File > Database Settings > Advanced, Master key, Force changing the master key the next time (once).
And any other security you want.
