I have installed KeePass 2.29 on Win7 Prof.
'Add Subgroup' does not exist and 'Add Group' behaves like 'Add Subgroup'.
There has to be another solution well.

While KeePass 1.x has the focus press Ctrl+G, or right click on a group and select 'Add Group...', not 'Add Subgroup...'

In the context menu of the top level
Add Group definitely creates a new group as you wish !
There is only one top level group in KeePass 2.x.
The image you referred to in your original post is of KeePass 1.x, but you are using KeePass 2.x.
Aah ok, I did not know about this difference in the two versions.
