I have seen several message threads referencing URLs being active in the notes field, but this is not happening for me. URL's in notes are just appearing as any other text. Is there a setting somewhere to turn this feature on?

It should just work. It works for me with KeePass 2.53 on Windows 10. What version of KeePass and OS are you using? Make sure the URL is complete and error free. Below is an example of a working URL that you can paste into your Notes field. If it doesn't work try rebooting your computer.
I installed ver. 2.74 today and imported a csv file from an older password program. I created a test entry and used your url. No change. I don't know if a screenshot will help. (Well pseudo-shot from my phone. Nice feature to block system screenshots!)
You're using KeePassXC which is a different program than KeePass. There are differences in operation between the two programs. You may rcv a helpful answer in these forums, but you're more likely to get a good answer in XCs' forums.
