Summary: PackageManager doesn't work correctly

Initial Comment:
This problem occurrs when running JythonSerlvet on tomcat3.2.3 and with jython-2.1a2. I used the 
jdk1.1.8. I don't think, it has anything with the tomcat software to do.
The problem is described at

First Supplement: the tomcat was running on following hardware/os:
   SunOS  5.6 Generic_105181-23 sun4u sparc SUNW,Ultra-60
