#10 Support for UPA

Junicode is very well shaped an would be very useful for printing in Uralistics. Unfortunately material in Uralistics is presented in Italics. Since typical for Uralistic material is an extensive use of multiple diacritics we would very badly need the beautiful stacking support in Italics, too.

UPA = Uralic Phonetic Alphabet (The section 1D00...1D6A and others holds characters brought into Unicode by the Uralistic science community.)
