Why does this program want an Internet connection? I have blocked it with the firewall.

one reason could be an initialisation of the S3 support, details see here: https://sourceforge.net/apps/trac/jpwsafe/wiki/AmazonS3SafeHowTo
Otherwise I don't see any reason for it, you should be able to block jpwsafe without problems on other functionality.
