This seems wrongheaded to me. This method wouldn't allow you to paste into a document you already have open, or paste the ` character.=A0You would have to close all your buffers and reopen. Maybe there's some way to make joe behave differently when characters are entered at very high speed (instantly, as when comming from a paste buffer). We could turn off wordwrap, autoindent and ignore the magic properties of control characters until there's a pause in the character stream.
