When opening the dialog to edit a stored query the appropriate text fields "Name" and "Description" are not set. Additionally, new values will not be stored and shown in the UI, but are set in the dialog when opening it once again.

This behaviour is language-dependent. In the case the language in the dialog (that is automatically set) does not "offer" name and description for the selected stored query, text fields are initially empty. After editing name and description, changes are not automatically visible in UI in every case as the language set in the client can differ from the one set in the dialog. As a consequence, for usability reasons, it would be possibly better to automatically set the language in the dialog according to the language in the client and not to the first installed one in the alphabet.

If the dialog uses the LanguageChooserCombo everything should be ok.
LanguageChooserCombo selects the current language if possible. See this code:

I think the problem here could rather be that the query has a name defined only in a language that is not the current client or user language. For a predefined query this is quite likely as the name is defined in english and the client is likely to be set to germen.

A real usability enhancement would be if I18nTextEditor would display the fallback-value in a greyed font, if for the current language no value is defined and the editor does not have the focus. If the editor gets focus, it should display an empty string so the user can enter a value.
