Yes, exactly.
If it is a Windows problem, I think it's also a jEdit problem, because this rarely happens with any other programs/apps I am running in Windows. Maybe something particular about the way Windows sees jEdit.

I have not found anything searching for 'windows 10 visible app does not have focus'
I'm looking at jEdit, but if I hit Alt+F4 to close the current app, Windows brings up the Shutdown dialog

Something that has bugged me for years - When I am in Windows Explorer and double-click to open something in jEdit, often (but not always) jEdit does not receive focus even though it comes to the forefront. This means that if I decide that's the wrong file and hit Ctrl+W, I don't close the file, I close Windows Explorer.
