Personally, I think that this change should be moved to 4.5.  The
previous revision (19139) was sufficient to fix the original bug
(3134215), but it did not address all concerns.  I'm not happy with
the fix in 19155, I guess there's really nothing wrong with it, but
I'd really like to see the split config parsing code centralized and
consolidated.

Also, I don't have Windows to test with.  Alan, do you?
