Is there a command to insert the contents of a file into the current buffer?

I know about the various template type plugins (and theoretically could 
just use an abbreviation), but this is a file maintained by other 
people, and is occasionally updated via rpm.  Could theoretically be 
something like a web page or other URL, too.
