The gcc compiler does generate code compatible with the Windows ABI, I think it's not unreasonable to expect that a complete compiler suite suitable for generating Windows binaries can be cobbled together. And of course Cygwin still works. My hope has always been to distribute binaries that do not rely on the Cygwin run time, and MinGW seems to give that.
