where is itop-config.php on iTop-3.2.0-2-14758?

Not in the path \itop\web\conf as it should, according to Configuration Parameters

The file is only available after you have run the Setup !!
By the way the path you indicate is wrong and not stated this way in the wiki
The right path is:
my-itop-name/conf/production/itop-config.php
