This is because you need to put the extension in the /extensions module, run the setup, select the extension when prompted. Then only the XML will be compiled and ready.

The complete steps :
* create your extension
* put it in the /extension iTop folder
* run the setup (iTop URL followed by /setup)
* in the extension wizard step, check your new extension
* finish the setup

I already moved to the indica / extensions path and configure the XML and still does not change the user's portal.
