EGET_ELEMENT_CLOSED event for root of the GUI

Event type which can be caught when the application window is about to be closed. Absorbing this event cancels the close and makes the user responsible for closing the device.
I would have to work differently for each device type, so is quite a bit of work. Adding here rather than just implementing it so we don't forget!
