#540 URL Filter user groups

URL filter allows certain client restrictions by IP address. This amendment allows the creation of user name based groups where each group can have it's own custom black and white lists, and can in addition be either a "banned" group or an "unrestricted" group.

The attached files are an amended urlfilter cgi code and relevant language entries in English

Found an issue with block groups that contained "/" in their name.

Now handling it correctly.

Also added a field for naming groups.

Would like to see an option to use either IP address or authentication name for the groups. I have a working example for IP addresses only need to add menu item to select either or.

Also needs same update to Nicks original to match existing URLfilter page.

Also inclusion of advanced features if these are selected.
