#331 Improved Traffic Shaping

I would like to be able to utilize my full connection
without it getting cut down and at the same time ensure
that downloads are not lagging anybody out. With the
current shaper I am unable to use more then 25% of my
connection at a single time, I think that traffic
shaping could be improved to allow for burst
transmitions as supported by my ISP (Comcast).
