Privoxy 3.0.28 fixes two regressions introduced in 3.0.27.

This is a release candidate for the long-awaited 3.0 stable release. Please give it a work out. If all goes well, 3.0 will be released very soon (really!).

After a long period of development, and numerous
alpha and beta releases, we hope that 2.9.18 beta will
prove solid enough to be renamed to 3.0.

The release contains some bugfixes over 2.9.16,
most regarding the web-based user interface and
web content filters.
