If I remember right, privoxy complains and cannot be configured
to run without any config files present (such as you might want
to do in a lightweight, strictly proxy only, static compiled
setup, with just a few commandline switches to enable it).
If someone has time to verify and file a design bug on that...

As to your problem... recheck your install, verify your
paths to config files, etc.
