I use Windows Firewall and Tor. Tor is also unable to establish an encrypted directory connection. I believe it has something to do with the access points of both Privoxy amd Tor. My set up works well at home, so I have a feeling that I need to change something to get through the school's host. Are you sure you aren't required to use an internal proxy to leave the network? BTW, Privoxy 3.0.6 is several years out of date.
