The 3.0.8 actions file has a comment obscurity...

In the 'Valid actions are:' list starting on line 187

line 315 is 'handle-as-empty-document'

line 369 is 'handle-as-image'

yet the list is otherwise in alphabetical order, so handle-as-image should
be after handle-as-empty-document, not after # +hide-user-agent{browser-type}
