#540 Allow quicker disabling/enabling of actions and patterns

Hi, first thanks for great piece of software!

I configure most often provixoy manually by editing config files, but also often use p.p interface for editing rules.

I would like simple addition to the http://config.privoxy.org/edit-actions-list?f=0 page.

Currently we can: add,move and remove section. I would like to have option to temporarly disable it without removing it permamntly. It can be achived by commenting section in config file. If it is disabled, it can be enabled back by uncometing it.

Similary for URL patterns we have, add, edit and remove. I would like toggle button disable/enable, which basically will comment given url pattern. Also selecting multiple patterns (via checkbox) and then having something like "Select all", "Select none", "Disabled selected", "Remove selected", "Enable selected" , would be really awsome.

I think it is quite simple to implement and will improve user exprience.
