#236 Support user/pass for parent proxy

Privoxy can be configured to use a parent proxy. My parent proxy requires a username and password, which Privoxy asks me for. It would be great to specify this once in the configuration file and not have to use the dialog box in my browser each time.

For most proxies this is already possible with the add-header action.

To find hash sting for autorization like "Proxy-Authorization: Basic 1234124236GRWGVXERGTFVE==" for you proxy you could in Privoxy's console with "debug 8" options.
