When running the configuration tool I get the error: checking langinfo.h usability... no checking langinfo.h presence... no checking for langinfo.h... no configure: error: I18N support has been requested but langinfo.h wasn't found. *** Check your system configuration. The standard behaviour of ./configure changed after 1.2.0: Up to version 1.2.0 it had a default of --disable-i18n. Later it changed to --enable-i18n. So you didn't have i18n support before, too.
