in 1.3.7 starting application in a specific workspace thru winoptions is not working

As said above, if I have for example:

 Firefox.workspace: 2

 this seems to be ignored and FF will be opened in the workspace I happened to be.

 I checked with xprop that the name is correct and also tested with other applications.

 It used to work in 1.2
