Initial Comment:
using debian stable/unstable, icewm 1.2.16-1, standard
preference file.

on my notebook, when I'm moving my finger on the
touchpad upwards or slightly leftwards icewm restarts
itself and starts strange window with no appropriate
record in "ps -A", that could not be killed. it's
really annoying because it happens pretty frequently.

there's no record neither in /var/log/messages or syslog.

please provide a stack trace for the crash.

try compiling icewm with debug information, enable core
files, and after reproducing the problem, get the backtrace
from the core file and post it here.
