Put the line

xmodmap -e "pointer = 3 2 1 4 5"

into your .xinitrc file (or .xsession, if you start X via 
graphical login) _before_ starting icewm.

The line above is for wheel mice. If you got a standard three 
button mouse it should be:

xmodmap -e "pointer = 3 2 1"
