You could use the program xbindkeys to configure some keys for calling a little script that a) uses icesh (?) or pswitchdesk (http://hocwp.free.fr/ppager/pswitchdesk.html) or a similar tool to switch the workspace b) tells rox to switch the panel A little hacky, bit it works. Also the icebg program switches wallpapers when you switch the workspace. There must be some code for signaling the workspace switch to external programs then. Can't say more about that, sorry.
