I receive this same error on both mac with java 1.5.0_13 and windows XP with java 1.4.2_17.

Here the workaround:

Before opening a new project create a property file named "i18nedit.properties" in the MessageResource directory of the project. The content of the "i18nedit.properties" file should look like this:

locale.default=en
locales=de fr ru

Any chance that this will be fixed now? I assume that this tool could have a lot more users if it would not crash when trying to open something on the first run.
